Chief Secretary, Jammu and Kashmir, in which capacity I headed the entire
administration of the state including the security apparatus.

1994-96
Additional Secretary, Ministry of Rural Development, Government of India/Director General, Council for the Advancement of Peoples Action and Rural Technology (CAPART), a semi-government autonomous organisation established to provide support and facilitate NGO effort for poverty alleviation, rural development, appropriate technology and peoples' participation in development. Here I was directly handling policy formulation, implementation and monitoring of anti-poverty programmes of the Government of India, rural drinking water supply, rural technology, land reforms, as well as financial matters including budgeting and administration of the Ministry.

1989-93
Financial Commissioner, Planning & Development (J&K) Financial Commissioner (Coordination) in charge of the formulation, monitoring and coordination of all development plans, programmes and projects for the State.

1985-89
Deputy Director General, Council for the Advancement of Peoples Action and Rural Technology (CAPART) New Delhi, a Semi-governmental autonomous organisation established to support and facilitate NGO action in programmes for poverty alleviation, rural development, rural water supply and technology for rural areas. During this period I visited Zimbabwe to prepare a report on institutions for rural technology.

1982-84
Commissioner, Planning & Development (J&K) in charge of formulation, monitoring and coordination of all development plans, programmes and projects in the State.

1980-82
Study leave at the Centre for Policy Research, New Delhi for research on a project to identify the causes for regional variations in industrial development in India. During this period I was also involved in studies on poverty elimination which led to international conferences and preparation of reports in India, Sri Lanka, Nepal & the U.S.A.

1979-80
Director, Department of Heavy Industry, Government of India, in charge of policy formulation and regulation for various sectors including heavy electricals, automobiles & light engineering.

1977-79
Special Assistant to Minister of Industry, Government of India.

1974-77
Secretary, Industries & Commerce (J&K). Responsible for administering several departments like Industries, Handicrafts, Handlooms, Sericulture, Khadi & Village Industries, Geology & Mining etc. as well as coordinating efforts of various public sector undertakings. The essential effort was to promote the development of industry in different sectors by creating the infrastructure, developing skills, mobilising finance and institutional credit and generating a conducive environment.

1973-74
Director, Horticulture, Planning and Marketing (J&K). Set up a new organisation for support to the horticulture industry with the objective of improving returns to the farmer, expanding the market for horticultural produce and organisation of farmers into cooperative societies.

1972-73
Sabbatical at Cambridge University for a Diploma in Development Studies. Dissertation on "The Social Dynamics of the Green Revolution".

1967-72
Deputy Commissioner of three districts namely Poonch, Jammu and Ladakh. Responsible for overall administration of the district and co-ordination & supervision of the development programs

Deputy Secretary, Planning, Government of Jammu and Kashmir.

1964-66
Training period at The National Academy of Administration and in the districts of Kashmir.
