Served in the Indian Foreign Service from May 1962 to August 2000. Posts held include:

  • Ambassador to the European Union, Belgium and Luxembourg (1996-2000);
  • Ambassador to China (1993-1996);
  • Additional Secretary, Ministry of External Affairs (1989-93);
  • Ambassador & Deputy Permanent Representative at the United Nations, New York (1986-89);
  • High Commissioner in Tanzania (1984-86);
  • High Commissioner in Singapore (1981-83); 

Played a role in international environmental negotiations in the following capacities

  • Vice Chairman, Preparatory Committee for the UN Conference on Environment and Development (UNCED), (1991-92);
  • Member of the Indian delegation to UNCED, Rio de Janeiro (1992);
  • Vice Chairman, Inter-governmental Negotiating Committee on Climate Change and Leader of the Indian delegation to INCC (1991-92);
  • Vice President of the UN Economic and Social Council (ECOSOC) (1988-89);
  • President of the Economic Committee of ECOSOC (1989)
  • Author of WAR AND DIPLOMACY IN KASHMIR : 1947-48
