Active in Indias freedom movement up to 1947. Worked as Assistant Secretary to the first Asian Relation Conference 1946/47 organized at the instance of Jawaharlal Nehru, Interim Government prior to formal Independence. Opted out of active politics and University in August 1947, to work as a voluntary village cooperative organizer in villages around the Qutub Minar for ten years. Learnt of village agricultural economy first hand and organized farming co-operatives of small and marginal farmers. From that base, moved to wider policy / planning / programme / research spheres of development. For over 50 years engaged in advocacy of people-centred political, economic, and social policies, stressing Gandhis dictum that means for advancement of societies must be as pure as ends. Also participated actively in planning and implementation through various government, non-government agencies. Was Member of the National Planning Commission. As consultant to UN-ESCAP, studied and suggested strategies for development of metropolitan areas and recruitment of science and technology to further the goals of the region. Also prepared a paper for the World Bank and IIED on Poverty, Development and Environment A view from Gandhis Window (1987). Held visiting fellowships at universities of Harvard, Boston, and Oxford. At Harvard, helped to set up and teach a course on Life and Thought of Gandhi. In 1989, received Magsaysay Award for Public Service. Indias Ambassador to South Africa (1997-1998). Vice-Chairman, World Commission on Dams (1999-2000). Recently, chaired the Advisory Panel on Decentralization and Devolution, of the National Commission to Review the Working of the Constitution of India. Also assisting studies of internal democracy in political parties and evolving a Political Development Index (PDI) to assess and compare performance of different political parties and suggestions for electoral reforms.
