Enhancing Financial Flows and Technology Access

In his keynote address, he highlighted the need for another industrial revolution that will decouple economic growth with energy consumption. In doing so, he called for structural transformation that can lead to sustainable industrial development, mobilizing funds for sectors like manufacturing, agribusiness, and so on. The crucial element of success being enhanced capacity building.

She said that a triangular approach - involving private sector, scientific community and government - is required to overcome the technology challenge. She also emphasized on the role of national technology innovation systems, the need for creating a positive climate for investment for effective technology deployment, and the need for enhancing the efficiency of traditional technology.
 
He highlighted the high incremental costs involved with technologies for mitigation and adaptation. He said this costs need to be provided or covered by the savings. He thought that the Copenhagen Accord had strengthened the process as technology is an integral part of the Accord, and also recognizes a mechanism for the same.
 
She emphasized on a low-carbon and climate-resilient economic growth. She said carbon markets were essential and putting up a price for carbon is important to incentivize low carbon growth. She said transformation of entire sector and large scale financing in programmatic mode was the key to successful technology deployment.

She highlighted the challenges of education, health, poverty, and energy that encompass climate change, and the need to have an integrated approach. She also emphasized on the skewed nature of global spending pattern, and the need to change consumption patterns in order to steer ahead of the present challenges. According to her, the key was to upscale grassroot leanings, strengthen information flow mechanism, and enlighten the governance system.
