Montek Ahluwalia is an Indian economist who was the Deputy Chairman of the Planning Commission of the Republic of India from 2004 to 14. He was previously the first Director of the Independent Evaluation Office at the International Monetary Fund from 2001 to 2004.
Montek Ahluwalia has been a key figure in the Indian economic reforms process on a continuous basis from the mid 1980s. He served as Special Secretary to Prime Ministers Rajiv Gandhi and VP Singh; as Secretary Commerce 1990-1991; as Secretary, Economic Affairs and Finance Secretary in the Ministry of Finance 1991-1998 and as Member Planning Commission and member of the Economic Advisory Council to the Prime Minister 1998-2001.
Prior to 1980 he was a member of the Staff of the World Bank and was the Chief of the Income Distribution Division before leaving the bank to join the Government of India in 1979 .
He is currently a Distinguished Fellow of the Centre for Social and Economic Policy (CESP) in New Delhi and a member of the Board of the Council for Energy Environment and Water (CEEW) in New Delhi.
He studied at Delhi University where he received a BA (Honours) in Economics and at Oxford University where he was a Rhodes Scholar and received an MA and an M Phil in Economics. He is an Honorary Fellow of Magdalen College Oxford.
He has published several articles on various aspects of development, including India's economic reforms, in academic journals and in edited collections. He was a co author, along with Hollis Chenery and others, of "Redistribution with Growth" published by Oxford University Press in 1974. His book “Backstage: The Story of India’s High Growth Years” was published by Rupa Publications in 2019
In 2011 he was awarded the Padma Vibhushan, India's second highest civilian award, by the President of India.

I was President at North Kaklabari Unit, All Bodo Students’ Union (NKU/ABSU). The working area of the union was covered 13 nos of local villages. I had a reserved sleeping bed for me at the CKAC/ABSU complex. Even in the midnight, I, with my friends had to go to chase elephant to save houses and crops of villagers. This office was just like a Police Station then. Every problems occurred in the society were raised to our office for final solution. There was no law and order system in the locality for any legal issues during that time. The biggest issue was to stop Hunting wild animals and Felling timbers from forest. Being a local leader of the ABSU, I gave whole hearted support to conservation practice initiated by my senior leaders and colleagues. Maximum days were rolled tracking poachers and timber fellers as Eco-Warrior in the forest.

Saurabh Bhardwaj is a Fellow and Area Convener at the Center of Climate Modelling at The Energy and Resources Institute (TERI), and an associate faculty at TERI University, New Delhi with over 10 years of work experience in atmospheric sciences, meteorology, climate science and modelling, training and project management. He completed his M.Tech (Atmospheric Physics) and M.Sc. (Space Sciences) from Pune University prior to joining CDAC (Center for Development of Advance Computing), a government supercomputing R&D company as a Member Technical Staff and later worked as a Scientific Application Developer at CGGVeritas, a world leader in geophysical services.
He possesses over nine years of experience in climate science and modeling, including over five years of hands-on experience in working with High Performance Computing architecture in combination with various climate and weather models. Climate extremes and climate change, weather and climate modelling, parallel processing and grid computing architecture are few of the things he has worked on during his professional career and which form a major part of his interest.
His recent work in climate research includes generating extreme climate profile for India, improving model efficacy to minimize uncertainty in forecasting, high resolution climate knowledge generation, capacity building of researchers and policy makers, and multi sectoral climate analysis.
His current and past collaborations include projects with international institutes like Bjerknes Centre (BCCR), University of Bergen and Oslo in Norway, Potsdam Institute for Climate Impact Research in Germany, National Centre of Atmospheric Research (NCAR) in US, Asian Disaster Preparedness Centre (ADPC) in Thailand and national government institutes like National Centre for Medium Range Weather Forecasting (NCMRWF), Noida; Indian Institute of Tropical Meteorology (IITM), Pune etc. He is a life time member of Indian Meteorological society.

His areas of work include resource efficiency and circular economy, developing policies and strategies along product and service value chains for promoting 6Rs, industrial ecology, material demand/supply assessments, material flow analysis, life cycle analysis, life cycle cost analysis, impact assessments of industrial/infrastructure projects, price build up for environmental goods and services, trade in environment and resources, etc. He has also undertaken detailed valuation assessments of health and economic impacts from local and global pollution arising from power, transportation, bricks, and selected engineering sectors.

Dr Prashant Gargava is an environmental professional with more than 30 years of diverse and eclectic experience in environmental policies, sector specific statutory requirements and regulations, air quality policy and urban air quality management.
A Ph.D. in Environmental Engineering, Dr. Gargava is presently working as Member Secretary of the Central Pollution Control Board, India. He has held multiple responsibilities accomplished to his credit. He authored Graded Response Action Plan (GRAP) for Delhi NCR, mandated by Hon’ble Supreme Court and guided air pollution mitigation actions as head of the Task Force on GRAP. He spearheaded development of National Air Quality Index (AQI), National Ambient Air Quality Standards, and India's well known Six City Source Apportionment study that guided air quality action plans. He also developed the country's first environmental databank. He conceptualized and led development of a GIS and web-enabled decision support system for urban air quality management. On invitation from Clean Air Asia (a foundation supported by UNEP, ADB and WB), he co-authored Guidance Framework for Better Air Quality in Asian Cities.
Not only has he spearheaded key air quality initiatives in India, but he has also delved in academic endeavors like teaching/supervising numerous grad students, as a visiting faculty to School of Planning and Architecture, New Delhi and Indian Institute of Technology, Delhi. He guided more than 40 Masters’ and four Ph.D. thesis, and published more than 60 peer reviewed research papers and technical reports. He has served as member of Editorial Board of Indian Journal of Air Pollution Control Board for six years. Dr. Gargava sits on many important Committees including ISO Technical Committee on Green House Gas Emission Management, Domain Expert Committee of MoHRD for Uchchatar Avishkar Yojana, Advisory Committee BAQ 2020, and Central Government’s High Level Committee on air pollution control technologies. Dr.Ghosh has published more than 50 research papers and presented his research findings in International Seminars/conferences in India and abroad (USA, UK, Australia, Ireland, Bangladesh, Spain, Germany, Turkey, The Netherlands and Sweden). He has also authored five book chapters published by International publishers. Dr. Ghosh is one of the coordinators of European Commission sponsored project “Erasmus Mundus Eurindia and India4EU II Program” - a worldwide cooperation and mobility that aims to enhance quality in higher education and promote intercultural understanding. Dr.Ghosh has been awarded Erasmus Mundus Fellowship in 2010,2014 and 2015 for collaborative research with University of Applied Sciences, Karlsruhe, Germany and Royal Institute of Technology, Sweden. Dr.Ghosh has worked as Chairman of SEAC, Bihar (State Environmental Impact Assessment Authority) by Government of India from July 2014 to July 2017.He was awarded for Excellence in Water Showcase Final at 7th World Water Forum in 2015 held at Daegu, South Korea for his research related to arsenic mitigation in rural Bihar.

Dr. Ashvani K. Gosain, is an Emeritus Professor in the area of Water Resources Engineering and GIS
Technologies, in the Civil Engineering Department, IIT Delhi. Prof. Gosain pioneered the climate
change impact assessment on Indian water resources that was incorporated in the NATCOM I & II –
two National Communications made to the UNFCCC. He has also been reviewer for AR4 and AR5 of
IPCC.
Prof. Gosain contributed to the formulation of the Ganga River Basin Management Plan (GRBMP), of
which he was the Team Leader of the Water Resources Management group. He has also formulated
the Drainage Master Plan of NCT of Delhi for the Delhi Government. He is part of the expert
committees appointed by the National Green Tribunal to suggest solutions to deal with the ever
increasing pollution levels in Ganga and Yamuna. Prof. Gosain has to his distinction the formulation
of the Ganga Act on behalf of the Ministry of Water Resources as a member of the committee. Prof
Gosain has served as Head of the Civil Engineering Department and the Computer Services Centre
of IIT Delhi.

Since 1993, he has been the Head of Division for Climate and Air Quality in the former Austrian Federal Ministry for the Environment, Youth and Family Affairs.
In 2018 he joined as the Head of Department for General Climate Policy in the Austrian Federal Ministry for Climate Action, Environment, Energy Mobility, Innovation and Technology.
His main responsibilities included National, EU and international climate change policy (work on legal as well as technical issues), i.e. leading the Austrian Delegation during the meetings of the bodies of the UNFCCC, attendance of all 26 COPs so far. COP Vice-President in 2017.

Mr. Abhishek Kaushik is a multi-disciplinary researcher, working on international climate policy and its relevance to domestic policy-making including issues such as equity, mitigation and market based approaches and Monitoring, Reporting and Verification (MRV) frameworks. He is a Certified Practitioner on GHG Protocol Corporate Standard and has led many projects with a focus on international and domestic climate policy and research. Some of the domestic work which he spearheaded includes India’s NDC implementation roadmap, MRV frameworks for mitigation policies as part of ICAT initiative, market-based mechanism for MSW sector as part of PMR, formulation of GHG inventory tools at national and sub-national level. He also extensively worked on preparations of State Climate Action Plan for Jharkhand, plant-specific inventories for over 10 leading industries from diversified sectors. He is also a core team member of the India GHG Program (jointly run by TERI, CII and WRI India) and trained over 200 business leaders on GHG reporting and different ISO standards on environment management. He has published several articles and policy briefs on transparency framework and climate negotiations and participated as a speaker and observer at international climate change conferences (COP, SBSTA, regional summits, etc.) and strategic workshops on enhanced transparency framework under the Paris Agreement. Tom Kerr is the Lead Climate Specialist, South Asia at the World Bank Group (WBG), he supports a dynamic region by developing policies and investments that increase resilience to climate change and accelerate decarbonization. Tom was the lead author of the WBG’s Climate Investment Opportunities report series, which help clients to identify promising green investment opportunities tied to governments’ pledges made as part of the Paris Agreement. He created and managed the Carbon Pricing Leadership Coalition, a public-private leadership platform launched by the World Bank Group at COP21 in Paris to work with government, business and civil society groups to accelerate the uptake of effective carbon pricing policy around the world. He also provides client-facing policy and market intelligence across key climate-smart sectors, including renewable energy, low-carbon transport, green buildings, climate-smart agriculture and efficient industrial production.
Prior to working at the WBG, Tom was Director of Climate Change at the World Economic Forum, where he facilitated high-level dialogues between leaders in government, business and civil society at the Annual Meeting in Davos, the G20 and other intergovernmental platforms. Before that, Tom worked for the International Energy Agency, where he led the development of a suite of clean energy technology roadmaps and provided clean energy progress reports into the Clean Energy Ministerial, the G8/G20 and the UNFCCC. He started his career in Washington at the US Environmental Protection Agency, designing and implementing a suite of voluntary programs for the US government—including Energy STAR—to engage early business action on climate change.

Edwin Koekkoek is the First Counsellor on Energy and Climate Action in the European Union Delegation to India based in New Delhi. He is responsible for cooperation between the EU and India in the areas of Energy and Climate Action, including the implementation of the EU-India Clean Energy and Climate Partnership.
Prior to joining the EU Delegation, Edwin Koekkoek worked for 7 years in the Netherlands' Ministry of Environment, in the first 5 years as part of the Dutch delegation to the UN Climate Change negotiations (UNFCCC), the UN aviation organization (IACO) and the UN maritime organization (IMO), and in the last 2 years as senior policy advisor in the area of air quality.
He then worked for almost 5 years for the Environment Committee (ENVI) of the European Parliament, inter alia in the area of climate change and renewable energy. After that he specialized in the legislative procedures of the European Union (EU) and the negotiations between the Parliament and the Council of the EU.
In total he worked 11 years in the European Parliament, during which he also worked in the Cabinet of the President, advising him inter alia on energy and climate change issues.

Subsequently, he moved into energy space and co-founded Welspun Energy in 2010. By 2016, the venture grew to become India's largest renewable energy firm with an operational capacity of 1.2 GW. He successfully monetized the assets in a deal with Tata Power valued at US $ 1.4 Billion; the deal is still considered one of the largest deals in renewable energy space in India.
In 2017, the firm was rechristened as Avaada, Energy, Vineet's second venture in renewable energy space, which multiplied and has successfully executed over 1.5 GW of renewable energy projects to date and is implementing another 3 GW. He is also on B20's task force for financing growth and infrastructure and Energy, Resource Efficiency & Sustainability. Formerly, he was India Chair of the World Business Council of Sustainable Development (WBCSD) 's program on Renewables Low Carbon Technology platform.

Shri S R Narasimhan is the Director (System Operation) of our POOCO. Prior to this assignment, he was Executive Director, National Load Despatch Centre (NLDC) and responsible for reliable and economic operation of the All India electricity grid which is also connected to the neighbouring countries of Bhutan, Nepal and Bangladesh. He has extensive experience in interconnection of regional grids leading to a synchronous All India electricity grid. Shri S R Narasimhan has contributed to several Expert Committees at the Government and regulatory levels in different areas ranging from system operation, grid integration of Renewable Energy (RE) resources and optimization to institution building. He is a Fellow of the Institution of Engineers, India, Senior Member of IEEE and a member of CIGRE. He was conferred with the IEEE-PES, Delhi Chapter Outstanding Engineer Award in 2019 and the CIGRE Distinguished Member in 2020. Mr Shri Prakash joined TERI in July 2011 as Distinguished Fellow, after a long career of over 37 years in Indian Railways. He superannuated as Member, Railway Board and Secretary to Government of India in December 2009. Afterwards, he was chairperson of a high-powered Committee on Infrastructure Planning, Business Development and Project Monitoring on Indian Railways.
For over 11 years he is guiding research in sustainable transport policies in Centre for Research in Sustainable Mobility in TERI. The main research areas currently pursued in the Centre is urban transport, electric mobility particularly on freight transport and smaller and intermediate passenger electric vehicles, modal shift from road to rail as India has a robust rail network, transport modelling and forecasting etc. Concurrently, he is Mentor and Director, Public Policy and Sustainable Development in TERI School of Advanced Studies.

Mr Ramanathan holds a Masters degree in Electrical Engineering (Water Resources Development) from IIT , Roorkee India and has over four decades of experience in the development of the power sector in India . Prior to joining TERI, he was Member (Power Systems) in the Central Electricity Authority ( CEA ).
At CEA, Mr Ramanathan was responsible for planning and operation of transmission and distribution systems, establishment of load dispatch centers, techno-economic appraisal of power projects, etc. He has also served as member of a number of national level committees on power system planning and operation.
At TERI, Mr Ramanathan is working in the area of regulatory studies and governance. His fields of interest are power sector reforms, promotion of renewable energy, energy efficiency, hydropower development, power system planning and operation, etc. He is also functioning as a part time faculty for M.B.A. and M.Tech courses organized by TERI University . Presently he is a Member of the State Advisory Committee of the Delhi Electricity Regulatory Commission, 18 th Electric Power Survey Committee and the Advisory Committee for Capacity Building under R-APDRP.

Dr K. Rajeswara Rao is currently Special Secretary, NITI Aayog. He leads the Urban Development (Managing Urbanisation) and Urban Poverty Alleviation, Skill Development, Labour and Employment verticals, among others.
He is a member of the Indian Administrative Service, Tripura Cadre, 1988 batch. Dr Rao has a PhD in social sciences, an MPhil in national security, masters in sociology, bachelors in basic sciences and a PG diploma in journalism.
Dr Rao’s career spans over 32 years as an administrative and development professional. He has worked with the Union Ministries of Women and Child Development, Food Processing, Railways, Health and Family Welfare, and Mines; as the Chief Vigilance Officer, CONCOR; and with the State Governments of Tripura and Andhra Pradesh, in sectors such as Urban Development, Education, and Social Development.
As Additional Secretary, Ministry of Mines, Dr Rao chaired the National Committee and drafted the National Mineral Policy. He dealt with the formulation and implementation of various policies and legislations related to mineral development and regulation. He directly supervised the works of the Geological Survey of India (including that of 3500 geoscientists); and handled the responsibilities of Controller General, Indian Bureau of Mines.
Dr Rao was also the Chief of the National Urban Health Mission and prepared the groundwork/guidelines for the launch of the Pradhan Mantri Jan Arogya Yojana between 2014 and 2016.
He has conceptualised and implemented several developmental projects, supported by bilateral and multilateral organisations, such as the ADB-assisted National Urban Health Mission, World Bank/GIZ-assisted environmental projects, DFID-assisted APUSP.
Dr Rao has rich experience not just in development administration but also in organisational and human resource development, finance and community development, and empowerment of self-help groups, among others.

During the course of his career, he has worked with the Central Electricity Authority (CEA), Ministry of Power (MoP) and Central Electricity Regulatory Commission (CERC). He retired as Chief Engineer, CEA in 2016 and held important portfolios such as Chief (Engineering), CERC (2013-16), Director (Operation Monitoring) and Director (Transmission) in MoP (2005 to 2012).
At TERI, his profile includes managing the work on energy transitions in the Indian power sector to develop a roadmap for low-carbon pathways. This includes work on demand forecasting, studying economic feasibility of supply side options and technical challenges of grid integration of renewables. He also leads the work on power sector policy, reforms and regulations, demand side management action plans, smart grid, etc.
Mr Saxena has rich regulatory experience in tariff determination for Inter State Generating stations (Conventional and Renewable) and Inter-State Transmission Systems (ISTS), Point-of-Connection charges, IEGC, Deviation Settlement Mechanism, Open Access, Connectivity, Ancillary Services, regulatory approval for solar parks, power market, etc. He also headed a task force to provide inputs to the draft regulations for transmission planning.

Sanjay Seth is Senior Director of the Sustainable Habitat Division with The Energy and Resources Institute (TERI). He is also the Chief Executive Officer of GRIHA Council which administers the Green Rating for Integrated Habitat Assessment. Prior to joining TERI, he worked with the Bureau of Energy Efficiency, Ministry of Power, Government of India and headed the vertical on Building Energy Efficiency.
He was also the interim Secretary of the Bureau of Energy Efficiency and responsible for the administration and financial management of the organization. In this capacity, he provided oversight to the implementation of policies and programmes of BEE as well as the National Mission on Enhanced Energy Efficiency (NMEEE), and all international bilateral/multilateral cooperation programmes. He also represented BEE on the Board of Energy Efficiency Services Limited (EESL) as Director. He joined BEE in 2007, with the introduction of the “Energy Conservation Building Code (ECBC)”, and was given the responsibility of developing an enabling framework for facilitating its implementation in a consistent manner throughout the country.

Mr Girish Sethi leads and manages the programme on promoting efficiency in the industrial sector, encompassing both large industries and Small and Medium Enterprises (SMEs).
He has more than 23 years of experience in the field of energy conservation and environment improvement in the industrial sector and has been with TERI for the past 15 years.
Apart from providing strategic direction and coordinating the activities related to industrial energy efficiency, he has led multidisciplinary research teams in action research projects involving development/adaptation of energy efficient and environmentally benign technologies. Mr Sethi is presently managing a large program funded by a bilateral organization that focuses on holistic development of some energy intensive small-scale industry sectors in India. He is also involved in matters related to inventorisation of corporate level GHG emissions and aspects related to transfer and promotion of low-carbon energy technologies in the context of climate change.

Earlier he has also worked as DIG (Forest Policy and Forest International Cooperation) as link officer along with his main assignment as DIG-Research and training in the Ministry of Environment, Forests & Climate Change and dealt with various issues of research and training. He has also worked on various projects related to Economic Valuation of Forest Ecosystem, Change in Forest Governance, Carbon Financing and enhancing livelihoods of forest communities.
Presently on deputation to TERI, he is involved in guiding the research and development work in the Forestry & Biodiversity Area, which consists of a multidisciplinary professional team of researchers.
